I'd do a limited introduction with supervision.
Is there any chance that your new arrival could be diseased? A quarantine period might also be advisable.

I would quarantine the new ones for 3-6 months. Then you can put them together with very close supervision.

Set up a whole new enclosure, one that neither tortoise has had a chance to claim as their own. You have lots of time to do this because the new tortoise requires a quarantine period.

Once the quarantine is over, place both tortoises in the new enclosure. If you put the new one in the old tortoise's enclosure the old tortoise will try to chase the new one out of the territory. That's why you need to start over with a new space.
