What makes you think that?
I learnt that intestines in humans carry food and faeces through them by peristalsis, which can be triggered by having a bulk of something in the intestine, i.e. the dietary fiber of vegetables and fruits which are indigestible for humans, or some vibrations. I'm not sure if this applies to torts, or any other kind of animals overall.

Scratching their shells does not help with digestion. Getting them up and moving around does though.

I don't know about that, but I do know that the Redfoot tortooise as well as the Red Ear sliders ALL appear to love the scratching...they come to it, back into it and do the jig dance....
Opo does the same thing. I always wondered if he liked it or not.
