1. does tortoise play with toys?
2. and i also seen two story enclosure with ramps are these safe for the tortoise.

1.most don't but some will try eating a toy thinking its food and someone will think that there trying to play with it.
2.as long as it has a fence along the ramp and the ramp isn't really steep then your fine

Please take care: toys are not to be kept with tortoises, I think.
