Yep it's the substrate. Happens if you have him in coco coir. It'll come off when he starts to grow. Wouldn't worry about it

Try giving him a nice soak. It's caused by the substrate being too dry. Or there is something in it. A nice warm soak will do the trick!

I use melamine but you have to remember it's not waterproof so you would have to use a liner if you are going to use substrate.
