Taco is an African spurred tortoise, he / she was with me and my family for about 18 months. I would like to ask you guys, if you will check his / her head there’s like a shedding on its head, I have no idea what is and what should i do about it. any suggestions would be appreciated.

At a glance, it looks like scales are too dry - can be an effect of dehydration or issues with heat/UV lamps.
