It's been quite a long time, about 3 months ago, the first 2 months I soaked it every day with acriflavine, but there was no change, then I tried to leave it on and it didn't get better at all, what medicine should I give?

Were his eyes stuck shut, or was he sleeping?
At any rate, there is no scale rot on this baby.
Please tell us exactly what's worrying you and what the symptoms are.

Legs look fine. Can't see the feet in the picture on my phone, not sure if they were included in the pic.
However, what makes you think it has scale rot or who told you this?

there was a brownish that didn't go away on the scales, and it seemed to be eating the scales away

Scales can get damaged or even form incorrectly sometimes. The imperfect scales with rough surfaces will collect dirt and look bad but it doesnt mean there is rot. The condition of your torts scales are not anything to worry about.

Also, if there was scale rot, even after treating the scales will not return to looking normal, any dmg or imprefections will remain only getting replaced slowly through wear and tear. Basically you just treat it to stop it spreading. Treatment will kill any rot but it wont make it look better.

Scale rot put to one side. Please can you tell us more about how you care for your tortoise. Photos of your enclosure and lighting will help us to help you further.

It just looks dirty. Take a toothbrush and some baby shampoo and lightly scrub them, then take another picture for us.

The best "medicine" for a baby is the correct temperature, environment and diet.

All of that is right here:
