I think it's just pigment in new growth. Completely normal and will darken up eventually.
I can't really see them in the photos. Sometimes I see what I think you are talking about on my sulcata. They all seem to disappear, like Heather said, and the growth then looks normal.
The white spots/lines I'm seeing remind me of the white spots in some people fingernails. It's hard to get pictures. It's like areas or patches that are more opaque.
Yup, agree with the consensus, white spots aren't anything to be alarmed about. Benny gets them and they seem to fade to match the yellow white of his shell after time.

Your leopards are pretty If I see what you're seeing (the whites sots that aren't ion the scutes, but on the shell itself?) then it just looks like color!
