I like a flat rock or piece of slate directly under my basking lights. Helps even things out a bit and keeps their nails filed down at the same time. Try that and then remeasure your temps again. I use 50watt bulbs most of the time, but I hang them from above, so I can move them up or down to get the right temps. On rare occasion I have to set one on the screen too and for those times I keep an assortment of wattages and bulb types on hand. Try different wattages of spot or flood bulbs and you'll find one that gets your temps right.
