The whole room is heated with extra heater. Otherwise this room is kinda chilly.

As long as you get the enclosure within the temperature parameters you need. 80-90.
It doesn't matter how you do it. If I had a tortoise room, I would also heat that room.
Redfoot aren't typical baskers. It's better to have the entire enclosure about the same temperature. A hot side and a cold side are more for higher temperature loving tortoises.
