I sometimes find that Tidgy will nibble at the coir if it's too dry and not pressed down enough.
So compact it a bit more and ensure it's nice and moist.
Eating a little won't do any harm, but substrate eating should be avoided. Eating a lot may cause injury or blockage and will mean the tortoise is not hungry for its proper food.

it's not really okay for them to eat the substrate but it's what they do. That's why we always suggest having a substrate that is digestible if they do eat it whether on purpose or by accident.
I only put it in today,first time using it so will see how it goes,I think he was just having a good sniff and a dig with It,but was covered all over his head ha.
