My tortoise flipped over and most likely got overheated.

Hi, I need advice. My tortoise has been flipping over twice in the past 3 days and cant get back up. Today I found him on his back in blazing sun. We are talking 40 degrees Celsius. He has an enormous enclosure in our back garden. Half of it is covered in sand, soil and aloe Vera plants and the other half is concrete with stones. No idea how he is flipping over. Anyway today when I found him I noticed froth around his mouth, I soaked him straight away. He hates baths and jumped out of his pool and then ran in to the bushes. He seems fine but I am worried he will keep flipping over. Our summer is coming and here in Dubai it gets unbearable to be outside. 50 degrees and more. What do I do? Can he see through the wall? If so block it so he can't. Is it on the cement that he's flipping? Maybe try adding potted plants to give more shade. They will still get a lot of uvb rays in the shade if it's not really thick coverage.
