Can you? Yes. But is it a good idea? Not really. Tortoises are territorial and they are loners. They don't want other tortoises in their territory.

Oh right it's only that I've seen a few in the vivatiums when I've been to the pet shop and didn't know

Pet shop tortoise displays are a whole different situation. That's just for display. And if you stood there all day and really watched the tortoises you would see they are totally stressed out and really not getting along. Not only that, but they've been displaced from their territory. First they were at the wholesaler, then at the pet store. They haven't had a chance to claim a territory.

Then it's an eastern Hermanns, adult females are around 8 inches long.
