Hi
I'v adopted 2 horsfield tortoises from my grandson. When I got them the box substrate was top soil and sand mix which was very dusty I've change it to news paper in the run and hemp in the bed bit at about 4inch Deep.
My garden is full of raspberry bushes and blackberry bushes are the leaves ok...

Hello and welcome! The leaves should be fine but I would keep the berries picked off so they don't get too much of them.

I hate to be Debby Downer, but you're trying to keep your tortoise comfortable and correct, not you. If the substrate is too dusty, then moisten it. Tortoises shouldn't be kept on newspaper. It's bad for their leg joints. Get some fir bark or coco coir and keep it moist (not wet) to hold down the dust.
