Lately Petrie has been trying to climb the walls of his enclosure. It is a wood enclosure so he isn't seeing out or anything like that. My thought is that because it has been cold and rainy he hasn't had much time in his outside pen so maybe he is restless? Does that sound right?

Thank you

Yep. Pretty normal. The thing is though, you could put them in a 10 acre enclosure and they will still pace the perimeter all day long...

In addition to what Tom said, I would check the height of your enclosure walls to make sure that if he stands completely vertical can he get close to the top of the walls? If yes, then perhaps increase the height/visual barrier a bit taller so he is not in a perpetual "hey, if I stretch a little more I can make it over" thing.... :D

good luck keeping him 'happy' when he gets bigger and destructive....
mine are out 24-7 rain or shine... just like the wild....
temps vary here of course.. but thats why they have a heated box.

Heated box? Photo? Or is it like a dog house with a habitat heater at the base?

My leopard hatchlings try to climb the walls if I'm a little late delivering their food in the morning. Is your tortoise getting enough to eat?

Try adding some plants to his enclosure, real or fake. It is pretty bare in there. Might make him feel more comfy and less exposed. Plants to hide under or even eat if you get real edible ones.
