I was adding some more substrate to my tortoises enclosure and i found a strange looking worm. Its white and and at first i thought it was just a baby earth worm but it doesn't move anything like an earth worm it is much more stiff (is this how baby earth worms act?). Im not sure if it was already in the enclosure or if it came from the new soil.

Im pretty sure its not an earthworm. It flops around much like a mealworm but without the legs

Roundworms aren't flexible. They're pretty stiff, sort of like a partially cooked noodle.
