I think it is a brilliant idea, and while the balloons might add some resistance you can always choose the smaller one(s).

I did the same thing with my leopard tortoise a few weeks ago! LOL It was the funniest thing in the world watching him walk around the yard with a balloon tied to him. He didn't care at all and it didn't slow him down in the slightest
