It does look like an old abcess that burst and hardened up. How long has your tort had it?

could be scar tissue by now.. but if whatever caused the abcess wasnt taken care of.. that could come back..

I would pick at it and see if I could get anything out of it, or remove dead skin. But that's just me. I can't leave stuff like that alone. If you can remove the hard, dry skin and get down to clean or raw tissue, then you can dress it with Neosporin. To me, it looks like an old cut.

Treat it as if it were on your own skin. If it looks like something that can be picked off without making a huge bloody mess, then I would pick it off.

Picked it off, no blood. But there is a hole type thin in his chin now. Hopefully it will heal

Yup, ruptured abscess. You can keep the hole filled with Neosporin. It will heal, but tortoises heal kinda' slow.
