Substrate

Hi
I have a 6 year old Greek tortoise and I use sand and topsoil as a substrate but every day his substrate is in his Eyes his food and water I want to use different substrate but I do t know what to use
Could I use paper towels

Sand is a sticky bunch.....I would suggest peat moss or coco coir....dampened a bit these two are a good substrate...
