Hi there.
The shell looks fine. I agree with the others on the daily soaks. Warm water in an container that the tort cant see through or climb out of like a basin.place water so that it reaches the point where the lower shell meets the upper shell.

Feed those dandelions, leaves and flowers, as someone else says. They are full of vitamin A and may help with puffy eyes.

My main concern is what happens when your little brother takes him back. Can you help him with the upkeep?
