New outdoor enclosure

Just started my outdoor enclosure for my russian, gonna plant it and put some rocks in this week. Anybody have any ideas for keeping hawks out? It's on the second story of my cabin, so those are the only critters I'm worried about.

It's hard to get the correct perspective without the tortoise in there, but it seems terribly small for a Russian tortoise.

It's 4 by 3, I'm not worried about size, just how to cover it safely.

If its an adult Russian, you should worry about size, unless its just a day enclosure for a few hours. Anyway, get chicken wire or hardware fabric, which is metal fencing like chicken wire but little square openings and sturdier.

It is a day enclosure so he can get some sun, and it seems completely sufficient for his size, about 4 inches. He mostly stays in a large indoor enclosure. I know you guys get concerned about the size of enclosures, but he is a very healthy happy tort.
