New Enclosure idea - is it a good plan?

I have a 6 year old Hermanns tortoise and she doesn't seem to be enjoying her current enclosure, which is a regular tortoise table with soil substrate, a few spider plants, an 80 watt UVA, UVB and heat bulb and areas where she can burrow. I decided to put dust free shavings in her sleeping area. However she spends most of her day (when shes not in her outdoor enclosure) scratching at the sides of it.

So...what i plan to do is join on another slightly smaller tortoise table. In that one i will put her food slate, one water dish and basking equipment. im thinking of putting either bark or cypress mulch down in that one (because i hate the substrate getting in her food).
In her larger one i'm hoping to make it into a completely natural area, by putting substrate/tortoise friendly top soil down and planting some grass/weeds. i will add some rocks and many hiding places.

Do you think this is a good idea?
