Others can ID.
Just want to say, if its native, tell your sister to leave it be. Not to take from the wild.
Cute face.
Thank you for your reply :) Yes, I am also a found believer that it's better to leave animals in the wild. But that's the thing, I don't know if it's native and she has 2 dogs 🙈 I'm in Suriname, South America if that's of any help with id-ing...

Until it gets ID'd yes, keep the dogs away as they will chew him. Putting him in a box/cage will be fine for now. Someone will ID soon. Then if it is native, let it go right outside the fence area of the dogs.

I can't think of our turtle experts but the few I alerted may be able to help.

I have no idea except that it strongly appears to be a box turtle of some sort who's had an exciting life.
The extra long neck is curious. It could be an aquatic turtle.
I'd place him near a body of water and see if he doesn't just run and dive right in.
Is there a pond, lake or river near where he was found?

It's a sideneck turtle, someone's escaped pet, however, there ARE some species of sideneck who come from South America, so it could be a native turtle.

Good news! I just got a reply from a local herpetologist. He said it's a Mesoclemmys gibbas (Gibba Turtle). Indeed native, so I will find him a nice spot in my sister's green neighborhood to release him. Thank you all for helping me search. Really appreciate it!
