Coco coir is safe for tortoise. It's sometimes a bit messy and requires frequent moistening to keep it from drying out. It does get in the food and water dishes, but it's perfectly harmless if it does, and it is a decent substrate option.

Depending on the type of wood chips, they might actually be just fine as well. Orchid and fir bark chips are great. Cedar or pine chips (commonly used for rabbits and hamsters and similar animals) are not.

Paper towels or anything else that can be easily shredded are NOT a good idea. The tortoise can ingest them and cause impaction in their digestive system.

Please read through this guide for new tortoise owners. It has a lot of helpful information.

thank you! im not too sure if i need to mention this but not to worry, he never tried to eat the paper towel and i used it to keep track of his pooping as he was very constipated the first few weeks i had him. Its a big relief that his current substrate is safe though! thank you :)

Hi
Another option is fine or course orchid bark.

I also had the coir mess your facing and never looked back once I switched. It lasts month and I spot clean the left over food and any waste. You can use a plant water sprayer to damped it and it provides humidity to help smooth shell growth.

If you are going to use coir, keep it damp and hand pack it firmly. That will reduce the mess significantly and make it work better. Orchid bark is a better way to go in mu opinion.

Read that thread from Michael in post umber 2. Lots of info that will help you in there.
