Cause for concern? Red tinted marks, did have kidney failure, wondering if I should take to the vet? Or is this just normal growth ( 3 yr old Hermann’s here)

What do you mean DID have kidney failure?
On a healthy tort redness can be normal. On an unhealthy tort could be sepsis. I personally see nothing of any concern.

It looks to me like the pink is following the lines of the plastron. As torts grow, sometimes extra blood is around the new growth area to supply nutrients for the process. I think that's what you're seeing, so normal and natural (and good, too).
