Great work rescuing them. I would ditch those big rocks at the bottom for smaller pebbles (but yet still big enough so that they can't eat them) or sand. Its very easy for a hatchling to get its foot or head stuck in between them and drown.

Seiryu, its a ReptiSun 10.0, and I know people say those kind burn tortoises eyes but I don't believe it. I've used coil bulbs with turtles and beardies in the past and have never had a problem.
As for the substrate I use Eco Earth.
Males grow faster, have a concave plastron and their anal notches are flat and narrow. The anal notches of females are rounded (egg-shaped). Your tortoise's anal notches still are shaped like a V, not allowing us to have a definitive answer, but if I had to guess I would say male.
