It's good for small lizards and snakes. It is MAYBE adequate for a very small baby tortoise. But even a really small species like a Greek needs a lot more space than 36 in x 18 in x 12 in.

If you put four of those side by side to make it 36 in by 72 in, then it would be better but still too small for an adult Greek tortoise that needs about 4 feet by 8 feet minimum for a single adult.

So, short answer: No.

That's not a good enclosure for Leo. He could survive in it, but he would not be happy. And the completely clear walls on all sides will just let him see that there's so much more space outside of that tiny box and he will constantly be climbing the walls trying to get out.
