What is wrong with my tortoise?

My tort keeps making a sort of hiccup type noise. his neck “inflates” kind of when he does it, tortoises dont have diaphragm's so im assuming it isnt hiccups. is this cause for concern?

It could be the start of a respiratory infection. Neck inflation is normal breathing.

What species? What are your four temps? What substrate are you using? Pics of the enclosure might help.
