What is this? Is it safe?

What is this? It's only about 8-10 inches high. It's all around as a ground cover, but I have no idea what it is? Please help.

I tried tortoise table first. I didn't see it. I was hoping someone on here would know.

The problem is I don't know if it flowers or anything about it. Which makes searching for it on tortoise table really tough.

I don't know. I am pretty sure we have it in our garden... but Joe doesn't touch it which suggests he doesn't like it or it's not good to eat. One to ignore, I think
