tortoise in need

My tortoise is around 3 months old and he's started to stop eating his food and staying in his little house and he's gotten what lines in the crevices on his shell, I really love him and I need to know what's going on and how to help. By the way he's a red foot

Photos of the enclosure? Listing of temperatures (highs and lows)? What foods are you trying? What's the lighting situation?

I don't know the status on temperature but he's got 2 lights a uv and heat

Temperature is essential to know - if they're too cold, they can't digest and won't eat. You need to get a thermometer in there asap.

I found the box for my daylight basking spot Liz solar snd it says the temperature per distance from the bulb and it says it's around 81degrees farinhight or 25 or 26 celcius

Could you explain what that coil bulb stuff is and how I can identify it

I wouldn't go by that. Temperature under the bulb is also dependent on ambient room temperature and enclosure size/air flow. You need to buy an accurate thermometer.

These bulbs are dangerous for tortoises eyes and can cause blindness and even death, and those that don't seem not to produce enough UVB.
You need to get a strip bulb or an MVB (mercury vapour bulb) to provide UVB.
Throw the other one out .
You also need to be measuring your humidity, I think redfoots need about 75%.
Does your tort get natural sunlight time outdoors ,

Are you sure that is what you are using? The link, at least for me, goes here: http://www.exo-terra.com/en/products/reptile_uvb100.php This bulb produces no significant amount of heat and is not a basking bulb (I doubt they give a heat/distance chart on the box). That is also the type of coil bulb that people recommend against using.

If that is your uvb bulb, what is your heat bulb?
