O my tort is jus a little of a year old and give him baths but he seems to always be dirty around his tail. Not that it's caked poo or anything but it's dirty. I've tried everything to thoroughly clean him but maybe you have some idea I didn't think of. Any advice??

Bowser's rear is the same way. The only time is seems to get a little clean is when she walks around in the wet grass, lol. The toothbrush with a warm bath works some times too, depending on how dirty she is , lol.

Is it important to go at them with a toothbrush and clean there? I never thought about doing that.

I wouldn't say to "go at them" with the toothbrush. I gently brush the area to get whatever might come off. I do the same with my bearded dragons too.

However you choose to approach them, is this something I should be doing?

Trying to keep a tortoise clean is like trying to bail out the ocean with a teaspoon, futile gesture. Unless it is compacted I wouldn't worry about it.
