My tortoise has theses spots, and I'm wondering if it's normal. We just adopted him from another family, and I'm not sure how on top of his health they were.

Do you mean the spots on the neck of the tortoise ? That is old skin that tortoises sometimes loose. Nothing to worry about and totally normal.
The spot on the leg I would wash with warm water and try to rub it off.

A healthy tortoise should:

- be active, eating every day, pooping every day or second or third
- having clear eyes
- a strong shell
- no bubbles coming out of her nose
- no noise to hear when he is breathing
- a clean cloaca
- a not overgrown beak

Thanks! The spot on the leg doesn't seem to come off, there are a few others. Do you think it's asking disease?

The spot on the back of the neck is a common injury. You can keep first aid ointment (like Neosporin) on it to keep it soft and allow it to heal.
