Sitting under lamp all day

Is it normal, or safe for my Russian to be under his heatlamp for 8hrs or more?

Sitting under the heat lamp all day may dry out his shell.

Torts usually do this when they're either sick or, more commonly, when their enclosure is too cold. What is the temperature on the surface directly under the heat lamp? Also, what is the ambient temp of the enclosure and the temp at the coolest end of the enclosure? It may need to be adjusted a bit.

Ambient temp is about 80, and about 95 under the lamp, I just got him yesterday and didn't want to cook him.
