Does your sulcata pull it's head in when it makes this nose blowing sound?

It sounds like a trip to the vets is in order. It sounds like your sulcata has an upper respiratory infection, which is a bit worse than a lower respiratory infection. The quicker you can start treatment the better for the tortoise.

We will be able to help you but first you need to answer Laura's questions. What temperature do you keep him at? What substrate do you have him on? It's important for us to know...

My sulcata live in a woodbox ventilated. In the bottom I put newspaper and ceramic tile, with a heating cushion underlay. There is a also a UVA and a UVB light in the box.

I keep temperature 28--32 in day,24--28 in night,humidity from 50--70.

I soak it twice a day.

Forgive me for my poor english and thank you for your help!!

I would say first you need to put some substrate in there for him. The tile and newspaper is not natural for them and you can't create humidity for him with
newspaper.
You should raise the temp under the basking light to 95 or 100 degrees. That's fahrenheit. I would close off the top some in order to hold in the heat and humidity. Can you get terramycin powder some where? You might get it on line.
So I'm thinking that substrate will help and raising the temp, I really don't know what else to tell you with your resources so slight.
