I’ve tried Tommy with loads of different kinds of weeds and flowers ( as suggested in here), but he will not eat them. I’ve even tried to just give them to him without his favourite food but he just walks away

Hello! Add them finely chopped little by a little to his favourite food. Or you can use a food processor to make a "green mix". Tortoises rare eat foods unfamiliar to them, so it takes time and patience to introduce something new.

You have to play tuff mom and not give in to his fussiness.
Chop up small his favorite foods along with the better stuff and spritz with water. The water makes it stick together and harder for him to pick and choose
