Hi all, I am building an 6'6" by 3'6" enclosure for my about 4.5" redfooted tortoise. It has a 1' by 3'6" hide at one side with a ramp so Max (my torts name is Maxwell Rockbottom) can use the space. I'm thinking a two bulb strip with one UVB and one plant bulb about 13" from the substrate, Is this good?

Yes...just monitor the tort carefully for the first couple of weeks to assure that the tort agrees :)

Personally, I prefer the fluorescent tube-type UVB bulbs for the forest species.

For enclosure this size 48" Zoomed reptisin T8 tube 10%uvb is ideal at 13" distance. T8 10% is not strong at this distance and it will only cover about 1/4 of the enclosure with UVB.
Yes you can add another 48" T8 plant growing tube.
I would not recommended T5HO tubes for red foot as these produce very bright light that some forest species avoid.
