The first plant, I have no idea what it is. The second one is called White Water Crowsfoot. Are ether of these tortoise safe? I have already looked in the tortoise table but could not find them. Thanks

The second one is common or garden buttercup.
Water Crowfoot, which is also a member of the ranunculus (buttercup) family, has white flowers and that has yellow. https://www.rhs.org.uk/plants/details?plantid=1592
As buttercups are 'Do not feed', I assume that Water Crowfoot is too.

It looks like violet.
In Ohio violets would be in bloom soon so it might easily be something else. Where is it growing? How long have you been observing it (a week? a month?)?

These are about two inches wide. I already had violets. I don't think that's what it is. The Violet's here seem really small.
Garlic mustard is an invasive weed in your state. Take a look at the image on this page for first-year mustard: http://www.kingcounty.gov/environme...weeds/weed-identification/garlic-mustard.aspx. It is low growing, like your plant.

Wow! I'm afraid I'm out of ideas. If it's not in a place where your tortoise can get to it, I'd wait to see if it flowers. color and shape would help narrow the possibilities.
