Your tort has been started dry and at his young age is already starting to pyramid so it's important to get him set up right ASAP.
If its direct sunlight out on the balcony then it is not a closed chamber. That is outdoor living full time and it is not good for babies in any climate. Your tortoise will be healthier if you keep it indoors in a large closed chamber until it gets larger.Direct sunlight, no filters,
Closed, with a French window(door to ceiling), which allows the sunlight coming in when left open, actually I’m using the balcony as a greenhouse to keep my plants, ferns mostly, which require high humidity as well, and they do hold the moist effectively.If its direct sunlight out on the balcony then it is not a closed chamber. Also, 26-32 is a fine ambient temp, but your tortoise still needs a basking area that gets 36-37C all day every day.
