Do you have paper for substrate...or is that calci-sand?

Neither of those is a good substrate for a baby leopard tortoise. In order for him to grow smoothly with no bumps (pyramiding) on his shell, he must be kept in a humid environment. You'll need to use something that you can keep moist. My preference is the small grade of orchid bark.

I don't know about the noise he makes, but I'm willing to bet that if you make it more humid for him the noise will stop.

Hello and welcome...you need to change whatever you. Have for substrate. Start researching proper care for your tort. They rely on us to take care of them. They need humidity, heat, food, water, lighting.. go to the tortoiselibrary.com there is lots of useful information there

I feed him new dandilion greens everyday watered down and sprnkle calciume on them. He has a water dish and knows where it is, on top of that I soake him twice a day in luke warm water. He is eating lots everyday and moving quite a bit. I just got him at our reptile show and drooped $1200 total on him so I was left with little money for substrate until the following friday 3more days I was told paper was ok. Friday Ill be getting him classic cypress mulch (was told it was very good for them) and peat moss and another hide. As for tempature on the hot side its currently 85 degrees Fahrenheit and on the cooler side its about 79 -80 degrees Fahrenheit. I also have sepia bones on there two. He seems happy for now. What more should I do?

Your temps for him should be 100+ on basking, 90 on the hot side and 80 on the colder side. Your temps are too low
