Any tortoise is able to develop shell rot if conditions are right. If the tortoise is always wet, and or always on an acidic substrate a fungal infection can set in easily. Let the enclosure it ventilate and allow the tortoise to dry off frequently. Wild sulcatas will seek out humid hides to stay hydrated. Adults and hatchlings will dig, or seek out underground burrows where the humidity is considerably high. I hope this helps.
