Hermann substrate

I will soon be getting a Hermann's tortoise, but I am unsure about what substate to use because I have seen many conflicting opinions on the topic. She is three years old, if it matters. Could someone recommend a safe substrate to use?

Orchid bark/fir bark or coconut coir or combo of both.

The brand of coir I bought in Tractor Supply left too much sand in the pan I soaked it in. That and I didn't like that my little Russian ate some of it. My coconut husks and fir bark came in and I like both much better. I'll mix them.
