That's extremely small for a 2 year old Sulcata, They all grow at different rates but I would be concerned with a 2 year old at that size. Do you have any pictures or it and the enclosure.

This is my six month old who weighs about 122g, by comparison. That seems extremely small for being two years old. ImageUploadedByTortoise Forum1491187930.286323.jpg

I think you just need to look into the proper care on the site and follow it as close as possible and you will see some good results. My 2 and a half year old was almost 17 pounds today.

Thanks he was being fed only carrots and lettuce so I think a change in diet should help

That is small for a two year old, but there could be many reasons why. The diet you mentioned could be one reason, but temperatures, humidity, and how it was started as a baby, could all be factors too.
