Good tort for CA other than desert tort

I want a desert tort more than anything but I cant have one roaming the entire yard,unless I built a separate area for it but I dont see it happening soon. Plus I do have to use pest stuff sometimes. So,whats another tort that would live good outdoors in my hot town of Bakersfield CA? I could build an outdoor pen for something smaller, so I looked into russians and such but what do you guys thing, the bigger the better but not so big it needs an entire yard.

I like russians myself, a good calif tort, plus they do really well in calif, just MHO.
