After a follow up with the Reptile Vet, I ended up at a Vet Eye specialist. Nice lady. The RT did have an object in the eye: a hair or thread that was stuck under the eyelid and on the eye, acting like a windshield wiper any time she blinked. The Vet spent about 30" with a slit lamp and curved tiny tweezers and was only able to move it to the lower eye, but could not get it out. (Tort kept moving for some reason!).
We thought the tort would need to be anesthetized but within 2-3 days she was much better (kept up the Terramycin) and seems to be healed up. We think by unsticking the object from the eye, it was able to be washed out with bathing.
All's well that ends well, we hope.[/b] Hard to imagine that was in there for quite awhile. And no, she has only been on substrate, not on the floor, so not sure how this got there... :)

I had wondered if it would move out on it's own after that initial dislodge and I am glad it did just that. As to how it got the hair, the simplest thing that comes to mind is that somebody shed the hair while working around the tortoise and it end up in the enclosure.

I'm so glad you were persistent. I know you're not supposed to anthropomorphise, but can you imagine how uncomfortable that was for the poor tortoise.

:D I have long hair, so mine is always up in a ponytail. You would think that would keep hair from falling onto the floor ect, but I am amazed at how often one of the dogs will have one of my hairs causing them problems as they poop. Also only seems to be an issue with the dogs and just two of them at that. Go figure. I even started brushing my hair outside, thinking that is why it happens. Doesn't help. :D
