Leave it and make sure it's hydrated. Soak it regularly and make sure it has a shallow dish of water in it's enclosure 24/7.

Don't tortoises shed their skin in tiny pieces normally?
So, it could actually be dry, but it could also be just the normal shedding process you see.

When my tortoises shed their skin it looks a bit dry, but it shouldn't look dry and painful for a prolonged period. Moist substrate usually takes care of it in my Russians.
