Would the mid to high 70's be to cool to take my sulcata hatchling outside?

I'm planning on updating my yearling yellow bellied slider to a 40 or 55g tank this month. What decorations/hides should i add? Are any fish ok to put in? What about snails and shrimp? What should I use as a basking area for him?
