At what size does a russian tortoise start breeding

My female russian is very heavy and very restless but I'm not sure if its because she needs to lay or if it could be something else. If so how should I build her a nesting box ?

I'm a pretty new tortoise owner, we have a male RT named Sharky and a female named Ducky!

We have two russian tortoises right now one female (ducky) and one male (sharky) and the female seems to be much much heavier then the male. Both seem very active and happy. Anyone know why she might be heavier ?
