When can they have eggs?

Please pardon me if this is a stupid question, but I have a tortoise that I've suspected to be a female. She hasn't seemed as interested in eating lately, could she have eggs? or is that just a dumb question? If she's a she, she's about 7 inches long. I'm guessing that's too little, but thought I'd ask anyway. She seems to be healthy in every other way, no weight loss, moves around from place to place during the day, etc. Maybe she's just had a few not hungry days. The other one she lives with swoops in and eats her food if she doesn't get to it right away. Sorry for the rambling post.

Blue .... although not unherd of ..7" is very small for a RF to start laying eggs. Most mature females are 10" plus. I do know of cherrys that have produced around the smaller sizes.
