Wheezy breath - have taken to vet multiple times

My tortoise for over a year has had wheezy breath, sometimes worse than others, but pretty consistent. I have taken him to the vet multiple times, given him a series of shots on two different occasions and yet he still wheezy. He is a sulcata, probably about 6 years old. LIves outside (Arizona)

In very bright sunlight and with a magnifying glass (an optivisor if you have one), look in the nostrils and see if there's anything in there. If so, try to finesse it out with a very small pointed object. You can also squirt sterile saline up both nostrils - firm squirts - to try to dislodge whatever's in there. Don't worry about the saline getting down into the lungs, because the other end of the nostrils terminates in the roof of the mouth, not down the throat.
