What size tortoise and what humidity level? Heat mats?

Where is this pen? In the garage/basement/cement floor? If cement floor, then I suggest plywood first, then a thick rubber mat, then any substrate of your choice. I like orchid bark or cypress mulch. But, like Dean suggested, hay would work too.
I think bermuda grass hay works well. Or you could go with orchid bark or cypress mulch too.
