You can, however, when I looked into it a few years ago, the heat company did not recommend it as a tortoise laying in one spot for a length of time could possibly cause a hot spot which could burn the tortoise and ruin the heating system.

What kind of under floor heating are you asking about? Heat mats in glass tanks for baby tortoises are not safe. Kane heat mats for large tortoises living outdoors full time with a heated night house in warm climates work great.
